Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Medians/rates need ≥250 trips (else null). labels are LocationIDs as strings; zones[] has names, boroughs, service_zone (from taxi_zone_lookup.csv), suggested slugs and neighbouring zone ids (shared boundary, from taxi_zones.zip).

Zone 232 at a glance

The TLC lookup table labels zone 232 "Yellow Zone". That is a category in the trip data, not a legal area, and it says nothing about how many yellow cabs work here. The zone borders Lower East Side, East Village, Alphabet City and Chinatown. The FDR Drive runs through it along the East River, per the city's street centerline map.

Mixed units: render as a table.

  • Congestion Relief Zone: the zone is south of 60th Street, but the MTA zone excludes the FDR Drive, which runs through it. The fee was on 99.0% of app pickups but only 90.7% of yellow pickups, the lowest yellow rate in this part of Manhattan; the data doesn't say why. Charged trips cost the rider $1.50 (app) or $0.75 (taxi) as of 2026-10-12. See Congestion Relief Zone toll and is congestion pricing charged on the FDR Drive?
  • 20 mph slow zone: NYC DOT describes the Lower Manhattan Regional Slow Zone as the island south of Canal Street. Canal Street ends at the western edge of this zone, so that description doesn't settle where the line runs here. Follow the posted speed limit signs.
  • Hail Exclusionary Zone: the whole zone is inside it; green cabs recorded 242 pickups and 718 drop-offs.

Stands and practical notes

DOT lists one relief stand in zone 232 (checked 2026-10-12): East Broadway between Clinton Street and Rutgers Street, north side, 11 spaces, taxis only, 1-hour limit. At 11 spaces it is one of the larger stands downtown, but it is not signed for FHVs, so app drivers can't use it (TLC Rule 80-19(d)(7) requires following the posted vehicle type). The closest relief stand open to FHVs in DOT's list is on Grand Street between Forsyth and Chrystie Streets, in the Lower East Side zone. There are no taxi-stand signs in zone 232.
