In short: A taxi trip from Manhattan to Newark Airport pays three tolls: the NJ Turnpike going, the NJ Turnpike coming back, and the Port Authority toll back into New York. Going out through the tunnel or over the bridge is free. With a New York E-ZPass the total is $21.55 to $31.79, depending on your crossing, your Turnpike interchange and the time you come back. The passenger pays all of it, plus the meter and a $20.00 Newark surcharge.
Total tolls by route
The table adds the Turnpike both ways (the NJTA 2026 Class 1 schedule, "E-ZPass" column for a New York tag) and the Port Authority return toll ($14.79 off-peak, $16.79 at peak, Port Authority) (rates as of October 12, 2026). The NJ Turnpike Authority names two interchanges for the airport: 13A (Newark Airport, Elizabeth Seaport) and 14 (Newark Airport, I-78, US 1 and 9).
Port Authority peak: weekdays 6–10 a.m. and 4–8 p.m.; Saturday and Sunday 11 a.m.–9 p.m. Use the time you expect to cross back into New York. The Turnpike has its own peak hours, but with a New York tag its price does not change by time. Why the totals differ. The Turnpike charges by the pair of interchanges you use, and in the 2026 schedule Interchange 14 costs less than 13A from each Hudson crossing. That does not make it the right exit for every trip: TLC rules say you take the shortest reasonable route to the passenger's destination unless they ask for another (§80-16(a)), and the terminal they are flying from decides that. Charge the tolls your tag actually paid. Full Turnpike tables and the NJ-tag discount: NJ Turnpike tolls.
What the passenger pays on a Newark taxi trip
§58-26(c)(3) sets the fare to Newark Airport as the sum of:
- "The amount shown on the Taximeter," plus
- "A surcharge of $20.00," plus
- "All necessary tolls to and from the destination."
TLC's fare page says the same in plain words: "tolls to and from EWR (passengers are charged for the drivers' return tolls)," and the meter screen should read "Rate #3 - Newark Airport" (TLC taxi fare). Green cabs follow the same Newark rule (§80-17(f)(3)).
Two duties come with it (§80-17(f)(3)):
- Keep the taximeter recording for the whole trip. Fine: $100.
- Before you start, tell the passenger how the charge is calculated, "including the payment of tolls out of and back into the City." Fine: $25.
The passenger owes "the actual amount (often a discounted toll) charged to the EZ-Pass" (§58-26(e)(3)), not the cash or Tolls by Mail price. Charging more is an overcharge (§58-26(f)(3)).
Step by step

Livery, black car and app trips
- Livery, black car and other FHVs: the passenger pays "all necessary tolls to and from the destination" on any trip beyond the city (§59A-23(b)(2)). There is no $20 surcharge; the fare is the base's.
- Uber and Lyft: the company "must remit to the Driver the entirety of any toll paid by the Driver during a dispatched trip" (§59D-17(c)). Going to Newark there is no Port Authority toll during the trip, only the Turnpike. The Port Authority toll comes on your drive back, after the trip ends. TLC rules don't say how a company handles that return toll, so read your app's toll policy and check your pay statement. If a toll paid during a trip was not repaid: Uber didn't pay my toll.
Mistakes that cost drivers money or points
- Collecting only the Port Authority toll. The NJ Turnpike both ways is part of "all necessary tolls to and from." On the Holland route with a New York tag that is $12.68 you would otherwise pay yourself.
- Using the peak price at off-peak times. If you will cross back at 11 p.m. on a weekday, the Port Authority toll is $14.79, not $16.79.
- Not explaining first. Forgetting to explain the charges before the trip is a $25 violation, and explaining early lets the passenger agree to the route and the tolls before you leave.
- A New Jersey tag in the cab. It gets the Turnpike's NJ off-peak price, but at MTA crossings in the city it pays the mail rate. Charge the passenger only what your tag was actually charged.
From Brooklyn or Staten Island: the Goethals route
Not every Newark trip starts in Manhattan. From Brooklyn, one route is the Verrazzano-Narrows Bridge, across Staten Island, then the Goethals Bridge into New Jersey and the Turnpike from Interchange 13 (I-278, Elizabeth, Staten Island) to 13A. On a trip beyond the city the passenger pays "all necessary tolls to and from the destination" (§58-26(c)(3)), and the return part covers tolls "for the Driver's return to the City" (§80-17(f)(3)(iii)).
The trip from Staten Island itself skips the Verrazzano: $1.41 + $1.41 + $14.79 = $17.61 off-peak. More on the Staten Island side: Goethals Bridge.
What trip records show
TLC's trip records count where NYC taxi and app trips end. Newark is in New Jersey, so only drop-offs are published:
In 2025 app drop-offs at Newark (1,755,519) were about 19 times the yellow taxi count (94,212). Yellow taxi drop-offs have fallen every year since 2023.
We also looked at the toll amounts recorded on 45,023 yellow taxi trips from Manhattan to Newark Airport with pick-ups from January 4 to August 31, 2026 (TLC trip record data; counts by TLC Help). The two most common amounts were $14.79 (24.6% of trips) and $16.79 (24.0%): exactly the Port Authority return toll alone. 4.0% recorded no toll. The records do not show which tolls a recorded amount includes, so we can't say why. But the rule is clear: the Turnpike tolls both ways are part of what the passenger owes.

Frequently asked questions
How much are the tolls on a taxi from Manhattan to Newark Airport?
With a New York E-ZPass, $21.55 to $31.79 for the round trip, depending on the crossing, the Turnpike interchange and whether you come back at Port Authority peak hours. That is the NJ Turnpike both ways plus the Port Authority toll back into New York.
Why does the passenger pay the toll for my drive back?
TLC rules say a Newark Airport fare is the meter plus a $20.00 surcharge plus all necessary tolls to and from the destination. TLC's fare page says passengers are charged for the drivers' return tolls.
Is there a Port Authority toll going to New Jersey?
No. The Port Authority collects tolls only entering New York. On a Newark trip the Holland, Lincoln or George Washington Bridge toll is paid on your way back.
Do I have to tell the passenger about the tolls?
Yes. Before the trip you must explain how the charge is calculated, including the tolls out of and back into the city (§80-17(f)(3)(ii)). The fine is $25.
How many NYC taxi and app trips go to Newark Airport?
TLC records count 94,212 yellow taxi, 308 green cab and 1,755,519 high-volume app drop-offs at Newark Airport in 2025.
