369 Ford Expedition MAXs held TLC licenses on October 12, 2026, all as for-hire vehicles (FHVs). It ranks 37th among TLC models and is the least common of the five extended-length SUVs among the top 60 TLC models, behind the Suburban, Escalade ESV, Yukon XL and Navigator L.
It is a new and partly luxury fleet, much like the Navigator L: 48.5% are 2024 or newer, and 8.4% are at luxury limousine bases. Because the only way onto TLC plates for an Expedition MAX is to move a license you already hold, this page also lists the TLC fees for doing that, in one place.
How we counted
TLC's lists of FHVs and medallion taxis don't name models, so every VIN was decoded with NHTSA's vPIC. This page counts vehicles vPIC reports as "Expedition MAX", the long version. Snapshot of one day.
Model years: 2024 leads
2024 has 107 cars, twice any other year. 2021 to 2023 hold steady at 50 to 54 each, then 2025 has 42, 2026 has 25, and five 2027 models are already licensed. Only one is older than 2018. Median model year: 2023. The Navigator L shows the same 2024 peak (125 cars); the data can't say why both jumped that year. For the age rules, see TLC vehicle retirement age.
Fuel
All 369 decode as gas. For 2024, fueleconomy.gov lists the Expedition 4WD (3.5-liter turbo V6) at 18 mpg combined (16 city, 22 highway) and the 2WD at 19. EPA groups the MAX with the standard Expedition that year, so the longer body may do slightly differently. Compare the cost with the lease-vs-buy tool.
Base types
330 (89.4%) are at black car bases, 31 at luxury limousine bases and 8 at livery bases. None are marked wheelchair accessible, and no Ford SUV is on TLC's approved accessible list (the only Ford there is the Transit Connect van).
TLC fees when you switch into an Expedition MAX
New FHV licenses are only for approved accessible vehicles, so getting into an Expedition MAX means moving a license you already hold. Rule 59A-07 in chapter 59 sets these fees:
| What you do | TLC fee |
|---|---|
| Move your FHV license to the new vehicle (vehicle transfer) | $25 |
| Move your plates from the old car to the new one (plate transfer) | $25 |
| Get new plates on the vehicle (plate replacement) | $25 |
| Change base, for example to a luxury limousine base | $25 |
| Replacement license or decal | $25 |
| FHV vehicle license (charged with each original or renewal application) | $275 a year |
Each kind of transfer is charged separately, even if you file several at the same time (59A-07(f)(5)). Fees are not refunded if TLC denies the application (59A-07(d)). You must file the vehicle transfer within 15 days of registering the vehicle with the DMV, and the transfer is approved only after the car passes TLC inspection (59A-09(a)). These are TLC fees only: DMV registration, the inspection and insurance cost extra. If the new SUV seats 8 or more passengers, not counting the driver, its insurance minimum is higher than for a smaller car (59A-12(c)(2)); see FHV insurance requirements. Steps: TLC plates for FHVs, TLC vehicle inspection and FHV base affiliation.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily.
