432 Lincoln Navigator Ls held TLC licenses on October 12, 2026, all as for-hire vehicles (FHVs). It ranks 32nd among TLC models and is the second most common Lincoln, after the Aviator.
Among the models ranked 21st to 40th, the Navigator L has the largest share at luxury limousine bases: 41 cars, or 9.5%, more than seven times the 1.3% for all FHVs. It is also one of the newest fleets, with a median model year of 2024.
How the count was made
The TLC FHV list and medallion list give each car's VIN but not its model. NHTSA's vPIC decoder turned those VINs into models; the cars on this page are the ones vPIC reports as "Navigator L", the long-wheelbase version. Snapshot of one day.
Model years: a 2024 spike
125 are 2024 models, about twice any other year. 2026 has 63, 2022 has 60 and 2025 has 53. Nine 2027 models are already licensed, and the oldest is a 2017. 57.9% are 2024 or newer, against about 31% of all FHVs. Age rules: TLC vehicle retirement age.
Fuel
All 432 decode as gas. For 2024, fueleconomy.gov has a single Navigator 4WD entry with a 3.5-liter turbo V6: 18 mpg combined (16 city, 22 highway). It does not list the L as a separate vehicle that year, so treat 18 mpg as a guide, not a promise for the longer body. At that rate, every 100 miles of driving burns about 5.6 gallons; multiply by your own weekly miles and local gas price to see the real cost.
Base types
381 (88.2%) are at black car bases, 41 at luxury limousine bases and 10 at livery bases. None are marked wheelchair accessible, and no Lincoln is on TLC's approved accessible list.
A luxury limousine base charges "garage to garage" by flat rate, time or mileage, and luxury limousines seating fewer than 8 passengers need higher liability coverage than other FHVs (rule 59A-12(c)(3)). If you move a Navigator L between base types, update your insurance first; see FHV insurance requirements and FHV base affiliation.
Don't modify it without approval
If you are offered a Navigator with custom seating or body work, check it against the rules first. Rule 59A-28(a) in chapter 59 says no FHV may be altered after manufacture to increase its length, width, weight or seating capacity, or to change its chassis or body design, unless one of the rule's exceptions is met. The main exception needs a program approved in advance by the original manufacturer and an installer it has certified. Other exceptions add conditions such as NYS DMV re-registration after the work, a modifier's sticker certifying federal safety standards, a 3-year/60,000-mile chassis warranty and a $5 million liability policy held by the modifier.
The penalty for an unapproved alteration is a $10,000 fine and suspension until fixed, or revocation if the car is not brought into compliance within 30 days. A vehicle that seats 10 or more passengers, counting the driver, and is not exempt from NYS DOT rules must also be inspected by NYS DOT twice a year (59A-26(a)(2)). Ask for the paperwork before you buy any altered vehicle. Inspection steps: TLC vehicle inspection.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
TLC's vehicle lists have no make/model column, so TLC Help decoded the VIN of every licensed vehicle with NHTSA's vPIC decoder (one representative VIN per manufacturer + model-descriptor + model-year pattern) and published only counts. 5 of 115,081 vehicles (0%) could not be decoded to a model and are left out. vPIC sometimes reports trim-family names (e.g. 'RX' not 'RX 350h'); powertrain comes from vPIC's electrification/fuel fields and may misclassify a few model years. Snapshot lists change daily.
Frequently asked questions
How many Lincoln Navigator Ls are licensed by the TLC?
432 on October 12, 2026, all for-hire vehicles and 0.38% of all TLC vehicles. TLC Help counted them by decoding each VIN with NHTSA's vPIC decoder, which reports the extended model as 'Navigator L'.
How new are TLC Navigator Ls?
Very new. The median model year is 2024, 125 cars are 2024 models, and 57.9% are 2024 or newer. Nine 2027 models are already licensed.
Can I add seats or stretch a Navigator for TLC work?
Only under strict conditions. Rule 59A-28(a) bans altering an FHV after manufacture to increase its length, width, weight or seating, unless an approved exception applies. An unapproved alteration carries a $10,000 fine and suspension, or revocation if not fixed within 30 days.
What mpg does a Navigator get?
For 2024, fueleconomy.gov lists one Navigator 4WD entry (3.5-liter turbo V6) at 18 mpg combined, 16 city and 22 highway. EPA does not list the L separately in that year.
