Red Hook (TLC zone 195) is a low-volume zone with long, well-paid trips. In the 12 months to August 2026, 525,584 trips started here (about 1,440 a day), 46th of 61 Brooklyn zones. But the median app trip paid the driver $19.78, the highest of any Brooklyn zone, and 17.7% of app pickups were charged the Manhattan congestion fee, three times the Brooklyn zone median.

The figures come from TLC trip records for yellow taxis, green cabs and high-volume app services (Uber, Lyft), Sep 2025 – Aug 2026, aggregated by TLC Help.

'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Red Hook at a glance

TLC lists zone 195 in Brooklyn as a "Boro Zone". That is a data label from TLC's lookup table, not a legal line. The zone has only four land neighbors in TLC's map: Carroll Gardens, Columbia Street, Gowanus and Sunset Park West.

The sector mix is less one-sided than in most of Brooklyn. Yellow taxis had 3.2% of pickups (10th highest in Brooklyn), and green cabs had 2,165 pickups, 7th in the borough. Apps still did 96.4%.

When rides start

Red Hook is a weekend zone. A Saturday averages about 2,114 pickups, against about 1,250 on a weekday. On Saturdays, pickups stay high from 5 p.m. to 8 p.m. (160–172 an hour), with the peak in the 6 p.m. hour.

Sunday has a pattern few Brooklyn zones share: its busiest hour is 9 a.m., with about 119 pickups. Sunday drop-offs peak at 11 a.m., and Saturday drop-offs at 2 p.m., so riders come in during the day and leave later. Weekdays peak at 6 p.m. (about 90 pickups). Nights are quiet: in the 3, 4 and 5 a.m. hours, every day of the week averages fewer than 20 pickups an hour.

Where trips go

Trips from Red Hook spread out more than in most Brooklyn zones. The top ten destinations take only 38.7% of pickups, and only 3.8% of trips stay inside the zone. The leaders are nearby brownstone zones:

The rest go farther, including into Manhattan. That is why the congestion-fee share is high. More trips end here (553,643) than start here (525,584).

Congestion charges and pickup rules

The trip itself starts outside every Manhattan pricing line, so the charges depend on where the trip goes:

  • MTA Congestion Relief Zone: if the trip enters Manhattan at or below 60th Street, the passenger pays $1.50 per app trip or $0.75 per taxi trip (as of 2026-10-12, MTA). See congestion zone boundaries.
  • NYS congestion surcharge: trips that begin, end or pass through Manhattan south of 96th Street add $2.75 per for-hire trip or $2.50 per yellow taxi trip, as of 2026-10-12 (NYS Tax).

Red Hook is in TLC's Hail Zone (Chapter 51), so green cabs may take hails here. They may not take hails after dropping off in Manhattan below East 96th or West 110th Street. App drivers must stick to base-dispatched trips everywhere. See who can pick up where. This is general information, not legal advice.

Stands: DOT's data lists no relief stand or taxi-stand sign in zone 195 (checked October 12, 2026).
