Taxicab and street hail livery drivers (former Chapter 54)

Chapter 54 held the rules for drivers of yellow medallion taxicabs and, from 2012, street hail liveries (green cabs): licensing, traffic safety, fares, refusals, passenger requests, trip records and the critical driver and persistent violator point programs. It replaced old Chapter 2 in April 2011 and was repealed on October 26, 2016, when Chapter 80 combined all driver rules. Most section numbers carried over to Chapter 80 (54-13 → 80-13, 54-20 → 80-20).

Chapter 54 code with the section number missing

This code names the old taxi and green cab driver chapter (54) and a subsection (b)(1) but leaves out the section number, so the exact rule can't be identified. Common chapter 54 rules with a (b)(1) include 54-11(b)(1) (driving without a valid chauffeur's license) and 54-14(b)(1) (driving while impaired). Check the summons narrative for the actual charge.

Purpose of the old taxi driver rules (not a conduct rule)

This code points to the first line of the old taxi-driver chapter, which only states the chapter's purpose: setting up how taxicab drivers are licensed, monitored and regulated. It does not by itself forbid anything, so a charge written under it was most likely a clerical shorthand for some other chapter 54 rule. Check the summons narrative for the actual conduct.

Unlicensed activity (definition in the old taxi driver penalty section)

Section 54-02(a) defined "unlicensed activity": giving or advertising TLC-regulated for-hire rides while your license is suspended, revoked or expired, or without any valid TLC license or authorization for the driver, the vehicle or the service. It ties in Admin Code §19-506 and §19-528, which allow the vehicle to be seized and possibly forfeited. A charge under this code accuses the driver of working without a valid license.

License requirement: speak and understand English

One of the requirements for getting a taxi driver license: the applicant had to speak, read, write and understand English and pass a TLC-approved test. It is a licensing condition, not a driving rule, so a summons citing it probably alleged the driver did not meet this condition. The current driver chapter (80) no longer lists this requirement.

Probationary taxi license: grounds for non-renewal or revocation

New taxi drivers got a one-year probationary license. Under §54-05(b)(1) the TLC would refuse to renew it, and could revoke it at any time, if the driver was convicted of a crime, of impaired driving, of refusing a breath test, of leaving an accident scene, built up too many DMV or TLC points, or had repeated moving, speeding or mandatory-penalty convictions. The probationary license was later abolished.
