For-hire vehicle drivers (former Chapter 55)

Chapter 55 held the rules for drivers of for-hire vehicles (car services, black cars, limousines and app-based rides): licensing, traffic safety, refusals, street-hail ban, items required in the vehicle and penalty point programs. It replaced the driver parts of old Chapter 6 in April 2011 and was repealed on October 26, 2016, when Chapter 80 combined all driver rules. Many section numbers carried over (55-13 → 80-13; 55-23 items-in-vehicle → 80-24).

Scope of the for-hire driver rules (not a violation by itself)

Section 55-01(a) only stated the purpose of former Chapter 55: to set licensing and monitoring rules for for-hire drivers. It does not describe any conduct, so it is not something a driver can break on its own. The officer most likely meant a different section of Chapter 55. Defensive driving course certificate required to get or renew license

It is a licensing requirement rather than a street violation. Former Chapter 55 rule (for-hire drivers, April 2011 – Oct 25, 2016). Chapter 80 has the same training requirement in 80-04(j)(1).
