Old taxicab owner rules (medallion owners)

Old Chapter 1 of the TLC rules covered owners of yellow medallion taxicabs: keeping the cab licensed, insured, inspected and in good condition, the taximeter and roof light, lease caps, and owner conduct. It was repealed on April 1, 2011, when the new TLC rule book took effect. Its rules moved mostly to Chapter 58 (Medallion Taxicab Service); the TLC's 2011 'Guide to New TLC Rules' maps old 1-xx sections to new 58-xx sections.

Owner applicant lacked vehicle title and registration in own name

Under the old taxicab owner rules, a person applying for or renewing a medallion had to show the TLC the vehicle's certificate of title and registration, both in the applicant's name (unless a lender or leasing company held the title). This code points to that requirement. It was a licensing condition rather than a street violation, and it appears only once in OATH data (2006).

A charge citing the whole section most likely means unpaid inspection fees. Today inspection fees are in §58-07(d)–(e).
