Old taxicab driver rules (yellow cab drivers)

Old Chapter 2 of the TLC rules covered drivers of yellow medallion taxicabs: licensing, safe driving, fares and overcharges, refusals, courtesy, solicitation, trip records and drug testing. It was repealed on April 1, 2011. Its rules moved to Chapter 54 (taxicab drivers), which was itself folded into Chapter 80 (all TLC drivers) on October 26, 2016. The TLC's 2011 'Guide to New TLC Rules' maps old 2-xx sections to 54-xx sections.

Did not meet the requirements for a taxi driver license

Old Rule 2-02(a) listed what a person needed to hold a yellow-taxi driver license: be at least 19, hold a valid chauffeur's license, be in sound physical condition, not be addicted to drugs or alcohol, speak and read English, have good moral character, know city streets and the rules, and finish taxi school and a defensive driving course. A charge under it meant TLC said the driver did not meet one of these requirements.

The license could not be probationary, suspended, revoked, conditional or restricted. A charge meant TLC said the driver no longer met this requirement.
