Stuy Town/Peter Cooper Village (TLC zone 224) behaves like a home neighbourhood, not a destination. Its busiest weekday pickup hour is 8 a.m., riders come back at 9 p.m. and 10 p.m., and pickups and drop-offs are almost exactly equal (576,266 and 575,789 in the 12 months to August 2026). That is about 1,579 pickups a day, 59th of Manhattan's 69 zones. Airport trips matter more here than in most of Manhattan: LaGuardia is the second most common destination.
Zone 224 at a glance
The TLC lookup table labels zone 224 a "Yellow Zone", which is a data category and not a legal boundary. It borders four zones: East Village, Alphabet City, Gramercy and Kips Bay. The FDR Drive runs through the zone along the East River, according to the city's street centerline map.
When rides start and end here
Pickups and drop-offs are mirror images. On weekdays, pickups peak at 8 a.m. (123) and 9 a.m. (121); nearly a quarter of weekday pickups start between 7 a.m. and 10 a.m. Weekday drop-offs peak at 9 p.m. (144) and 10 p.m. (143).
The weekend is different. Saturday pickups peak at 7 p.m. Sunday pickups are highest from 10 a.m. to noon, and the top Sunday drop-off hour is midnight.
A steady year, and a growing yellow share
Monthly pickups barely moved: from 45,596 (September 2025) to 51,054 (May 2026). What did change was the mix. Yellow taxis did 14% of pickups in November 2025 but 19–22% in every month from December 2025 to August 2026. The trip records show the change but not the reason.
Where trips from here go
Top destinations: East Village (4.1% of pickups), LaGuardia Airport (3.7%), Murray Hill (3.7%), Midtown East (3.4%), Union Sq (3.3%) and JFK Airport (3.0%). LaGuardia is also the third-largest source of riders arriving here (3.8% of drop-offs).
Fares and driver pay
The median yellow trip from here is 2.15 miles with a $16.78 meter fare, above the $14.20 Yellow Zone middle. App trips are shorter than in most of Manhattan (median 2.67 miles), and the median app fare ($20.83) and median driver pay ($16.38) are below the Manhattan Yellow Zone middle ($24.83 and $18.14). Card riders in yellow cabs tipped 20.8%; app riders tipped $1.63 on average.
Legal lines
The zone is inside the MTA Congestion Relief Zone, but the MTA zone excludes the FDR Drive, which runs through this taxi zone. 99.3% of app pickups and 96.9% of yellow pickups carried the CRZ fee; the data doesn't say why the rest didn't. If you take the FDR, read is congestion pricing charged on the FDR Drive?. The zone is also in the Hail Exclusionary Zone, so green cabs (33 pickups, 439 drop-offs) can only drop off here.
Stands and practical notes
DOT's sign file (checked 2026-10-12) shows taxi-stand signs on the east side of First Avenue, on four blocks between East 14th and East 22nd Streets. There is no relief stand in the zone; Gramercy next door has six. Yellow drivers: don't cruise for fares within 100 feet of a taxi stand; join the back of the line (TLC Rule 80-19(a)(4)(ii) and (d)(4)). App drivers may not pick up at the stand at all (80-19(d)(2)). More in can Uber drivers pick up at a taxi stand?.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Monthly cells with 1–9 trips are shown as blank (null). Pairs with fewer than 10 trips are not listed.
