Old taxicab driver rules (yellow cab drivers)

Old Chapter 2 of the TLC rules covered drivers of yellow medallion taxicabs: licensing, safe driving, fares and overcharges, refusals, courtesy, solicitation, trip records and drug testing. It was repealed on April 1, 2011. Its rules moved to Chapter 54 (taxicab drivers), which was itself folded into Chapter 80 (all TLC drivers) on October 26, 2016. The TLC's 2011 'Guide to New TLC Rules' maps old 2-xx sections to 54-xx sections.

§2-88AOld rule — replaced by 80-021 charge

Additional penalties clause (not a conduct rule)

This code cites §2-88(a) of the old taxi-driver rules, 'Additional Penalties'. It is not a rule about behavior: it let the TLC suspend or revoke a license, raise fines above the schedule, order taxi-school classes, or order the driver to repay a passenger's overpayment. It would normally be cited together with the rule actually broken.

Unclear old taxi-driver code (likely a mistyped Chapter 2 rule)

This code is not a real section number. It looks like an old taxi-driver (Chapter 2) code typed with an extra digit. Summonses with it date from 1995–1999 and almost always also charge passenger-complaint rules such as abuse (2-60A), courtesy (2-42A) and unsafe driving (2-21), so it was likely part of a complaint case, but we can't tell which rule it meant.

§2-551

Prohibited solicitation rule – probably a mistyped §2-55 code

This code looks like old taxi-driver rule §2-55 ('Solicitation Prohibited') with a stray '1', perhaps meant as 2-55(c)(1), soliciting at airports. Because we can't be sure, here is the whole section: no soliciting near bus stops, no bus-style pickups, and no cruising at airports, near taxi stands, at Lincoln Center or in no-cruising zones.

Cooperation rule – probably a mistyped §2-66(b) code

This code looks like old taxi-driver rule §2-66 ('Cooperating with TLC') with an '8' where a letter should be; the '8' is most likely a misread 'B', meaning §2-66(b): failing to answer or comply with TLC directives, letters or summonses. We can't confirm this.
