West Chelsea/Hudson Yards at a glance

It touches East Chelsea (68), Clinton East (48), Clinton West (50) and Meatpacking/West Village West (158). TLC's "Yellow Zone" label for it is a data tag; yellow cabs actually had only a quarter of pickups.

Tunnel, congestion fee and hail lines
- Lincoln Tunnel: city street-centerline data puts several Lincoln Tunnel entrance and exit roads, around West 39th and 40th Streets and Galvin Avenue, in zone 246. Other ramps are in Clinton East and East Chelsea. For tolls and the crossing credit, see the Lincoln Tunnel page.
- MTA Congestion Relief Zone: the zone is south of 60th Street, inside the Congestion Relief Zone. The West Side Highway is excluded, and the MTA FAQ says vehicles that stay only on it are not tolled. As of 2026-10-12 the per-trip charge is $1.50 (app) and $0.75 (taxi). In the data, 98.3% of app pickups and 96.8% of yellow pickups were charged.
- NYS congestion surcharge: West Chelsea trips that start and end in New York State pay it: $2.50 per medallion taxi trip, $2.75 per FHV trip (as of 2026-10-12, tax department). Trips through the Lincoln Tunnel to New Jersey do not.
- Hail Exclusionary Zone: the zone is in Manhattan below West 110th Street (Chapter 51). The 77 green pickups recorded in a year come to about one every five days. FHV street pickups fall under 80-19(c)(2).
Taxi stands, including night-only stands
Current DOT sign records (nfid-uabd, updated October 11, 2026) show taxi-stand signs on seven street segments. Five are posted for 10 p.m.–4 a.m. all days: four on 11th Avenue between 25th and 28th Streets, and one on 10th Avenue between 28th and 29th Streets. The others are on West 28th Street between 11th and 10th Avenues and on 11th Avenue at 19th–20th Streets. DOT lists no relief stand in the zone. DOT does list relief stands in the neighbouring zones Clinton West and East Chelsea.
Five of the seven stand blocks are posted for 10 p.m.–4 a.m. only. At a stand, taxis line up at the back (80-19(d)(4)) and may stay off duty or on relief for no more than one hour (80-19(d)(5)). FHVs may not load there (80-19(d)(2)). More: taxi stand rules.

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Monthly cells with 1–9 trips are shown as blank (null). Pairs with fewer than 10 trips are not listed.
