The Freshkills Park zone (taxi zone 99) sees only about 22 pickups a day, the second-lowest on Staten Island. What stands out is when they happen: on Saturdays and Sundays, more than half of the day's pickups start between midnight and 5 a.m., with the busiest hour at 3 a.m. Monthly pickups also rose about 70%, from 485 in September 2025 to 823 in May 2026. Small numbers, though: a few rides a night can change these figures.

Numbers come from TLC trip records (yellow, green, Uber and Lyft) for September 2025 to August 2026, counted by TLC Help. Non-app car service trips are not part of the data.

Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Medians/rates need ≥250 trips (else null). labels are LocationIDs as strings; zones[] has names, boroughs, service_zone (from taxi_zone_lookup.csv), suggested slugs and neighbouring zone ids (shared boundary, from taxi_zones.zip).

Zone 99 at a glance

Zone 99 borders seven zones on TLC's map: Bloomfield/Emerson Hill (23), Heartland Village/Todt Hill (118), Great Kills (109), Eltingville/Annadale/Prince's Bay (84), Arden Heights (5), Rossville/Woodrow (204) and Charleston/Tottenville (44). Like every Staten Island zone it carries TLC's "Boro Zone" label, a data category only (zones explained).

The late-night weekend pattern

On weekdays the zone gets about one pickup an hour, all day and night, around 19 a day. Weekends look completely different. On Saturdays pickups rise to about 5 in the 3 a.m. hour, and 55% of Saturday pickups start between midnight and 5 a.m. Sunday is similar (58%). After sunrise on weekends it drops back to about one an hour. Drop-offs show a smaller version of the same pattern. The trip records don't say what draws these rides, so treat them as a pattern in past data, not a reason to wait here.

Fares and pay

The median app trip is 3.53 miles and 11.2 minutes, with a $17.05 fare and $12.88 driver pay. Pay per engaged hour is $75.61, third-highest on the island, but with so few rides that figure says little about a shift: engaged time leaves out the wait between trips, and here the waits could be long. Tips are 5.2% of the fare, about $1.26.

Rules here

  • App drivers take only base-dispatched trips (80-19(c)(1)), late at night as at any other time.
  • Yellow and green cabs may take hails; zone 99 is inside TLC's Hail Zone (Chapter 51). See who can pick up where.
  • No relief stands are listed on Staten Island (vqu8-xef9, checked October 12, 2026), so plan breaks around posted parking rules.
  • Hours limit: late-night trips count like any others toward TLC's daily limit of 10 hours carrying passengers in any 24-hour period. The count resets after 8 hours in a row with no passengers (80-14(f)(2)).
