'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Where trips go

15.6% of pickups stay in the zone and 14.1% go to Bloomfield/Emerson Hill. After that, no zone takes more than 6%: Great Kills and Mariners Harbor 5.7% each, St. George 5.3%, South Beach/Dongan Hills 4.8%. 3.0% of app pickups were charged the Congestion Relief Zone fee, tied with Oakwood for 2nd among Staten Island zones with more than 1,000 pickups (city-wide: 32.9%).

The flow runs both ways with Bloomfield/Emerson Hill: 14.0% of the zone's drop-offs started there, and 14.9% started inside zone 118. With ten neighbors, a drop-off here leaves you one zone away from half of Staten Island's zones. Drop-offs (282,497) slightly outnumber pickups, so riders arriving here are a little more common than riders leaving.

Fares and pay

The median app trip is 3.79 miles and 14.6 minutes, with an $18.59 fare and $15.29 driver pay, the highest per-trip pay of the island's 19 zones with more than 1,000 pickups. Because trips take longer, pay per engaged hour ($68.04) is only 10th. That hourly figure counts time with a rider only. Riders tip 4.5% of the fare, about $1.12 a trip.

Rules for Saturday-night pickups

  • App drivers: a busy Saturday evening doesn't change the rule. Only trips dispatched by your base (80-19(c)(1)). A first violation outside Manhattan's core and the airports is $200–$350, and a third within 36 months means revocation (Chapter 80).
  • Street hails are open to yellow taxis and green cabs in zone 118, part of TLC's Hail Zone (Chapter 51). See who can pick up where.
  • Relief stands: zone 118 has none, and DOT lists none on Staten Island at all (vqu8-xef9, checked October 12, 2026).
