Madison (TLC zone 149) has three blocks with TAXI STAND signs in DOT's data, the most of any zone in south Brooklyn, yet almost no yellow taxi work. In the 12 months to August 2026, 661,054 trips started here, about 1,811 a day, and only 0.8% were yellow taxis, tied with Borough Park and the two Bensonhurst zones for the lowest share in Brooklyn. DOT's sign data shows TAXI STAND signs on East 16th Street by Kings Highway and on Avenue U.

The trip numbers are TLC trip records (yellow, green and high-volume app trips such as Uber and Lyft), September 2025 to August 2026, added up by TLC Help. Black car and livery trips that are not high-volume are not included.

Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Month by month

February 2026 was the busiest month (63,994 pickups), and December 2025 to March 2026 all topped 60,000. September 2025 (48,364) and August 2026 (49,377) were the quietest.

Yellow pickups were about 440 to 640 a month until May 2026, then 82–126 a month from June to August. App pickups did not show that drop, and the records do not explain it.

The taxi stands and pickup rules

DOT's sign data (checked October 12, 2026; nfid-uabd) lists these current TAXI STAND signs in zone 149:

  • East 16th Street between Avenue P and Kings Highway, west side
  • East 16th Street between Kings Highway and Quentin Road, east side
  • Avenue U between East 15th and East 16th Streets, south side (two signs)

DOT lists no relief stand in the zone (vqu8-xef9). TLC Chapter 80 sets these rules at a taxi stand:

  • Yellow taxis may take any open spot, and so may green cabs, because these stands are in the Hail Zone (80-19(d)(1)).
  • Join the back of the line and don't overcrowd it (80-19(d)(4)).
  • Taxi drivers must not cruise for hails within 100 feet of a stand (80-19(a)(4)(ii)).
  • App and other for-hire drivers must not pick up at a taxi stand: $350 for a first violation (80-19(d)(2)).

Madison is in TLC's Hail Zone, and app drivers need a base dispatch for every pickup. On trips into Manhattan at or below 60th Street, riders pay $1.50 per app trip or $0.75 per taxi trip as of 2026-10-12 (MTA). See who can pick up where. This is general information, not legal advice.
