TriBeCa/Civic Center (TLC zone 231) is one of the busiest zones downtown: 3,271,771 pickups in the 12 months to August 2026, about 8,964 a day, 12th in Manhattan. It is mostly an app zone (80.7% of pickups), it pays app drivers more per trip than most of Manhattan ($19.21 median), and it is busy all week rather than only at weekends. It is also where Lower Manhattan's 20 mph slow zone begins.

Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Medians/rates need ≥250 trips (else null). labels are LocationIDs as strings; zones[] has names, boroughs, service_zone (from taxi_zone_lookup.csv), suggested slugs and neighbouring zone ids (shared boundary, from taxi_zones.zip).

Zone 231 at a glance

The TLC lookup table labels zone 231 a "Yellow Zone", a data label and not a legal line. Seven zones border it: Hudson Sq, SoHo, Little Italy/NoLiTa, Chinatown, Seaport, World Trade Center and Battery Park City. The city's street centerline map shows West Street (Route 9A) along its Hudson River side and the Holland Tunnel exit roads inside it.

The summer drop

October 2025 was the busiest month (304,662 pickups). From there the zone slid, with July 2026 at 251,405 and August 2026 at 225,443, 26% below October. That fall is steeper than in any of the zones next to it that we checked (Hudson Sq, SoHo, Chinatown, Seaport, WTC, Battery Park City, Little Italy). With one year of data, we can't say if it is seasonal.

  • Lower Manhattan Regional Slow Zone. NYC DOT set a 20 mph limit for Manhattan south of Canal Street. By our map check, about 99.9% of zone 231 is south of Canal, so treat the whole zone as 20 mph unless signs say otherwise (NYC DOT announcement).
  • Congestion Relief Zone. The zone is inside the MTA Congestion Relief Zone, but West Street/Route 9A is excluded from it. The fee appeared on 99.2% of app pickups and 96.8% of yellow pickups. Riders pay $1.50 per app trip and $0.75 per taxi trip (as of 2026-10-12).
  • Holland Tunnel. The tunnel's Manhattan exit roads are in this zone (the entrance roads are in Hudson Sq); tolls are on the Holland Tunnel page.
  • Hail Exclusionary Zone. Green cabs may not take hails here; they recorded 274 pickups in the year against 1,364 drop-offs.

Stands and practical notes

TriBeCa has two DOT relief stands, and both are open to FHVs (checked 2026-10-12). DOT's sign file also shows two taxi-stand locations on Greenwich Street.

Remember the difference: a relief stand is for parking up to one hour; a taxi stand is a line of cabs waiting for riders, and app drivers may not pick up there (TLC Rule 80-19(d)(2)). See taxi stand rules.
