Westerleigh (taxi zone 251) has about 600 pickups a day, 7th on Staten Island, and almost all are Uber or Lyft trips. Its daily rhythm runs backwards compared with most of the island: pickups peak at 5 p.m. on weekdays, while drop-offs peak at 8 a.m. Riders here also tip better than in any of the six zones around it.
Data: TLC trip records for yellow taxis, green cabs and high-volume apps, September 2025 to August 2026, counted by TLC Help. Non-app car service trips are not part of it.
Zone 251 at a glance
Westerleigh sits in the middle of the north shore and touches six zones on TLC's map: Port Richmond (187), Saint George/New Brighton (206), West Brighton (245), Grymes Hill/Clifton (115), Heartland Village/Todt Hill (118) and Bloomfield/Emerson Hill (23). TLC files it as "Boro Zone", a data label only (zones explained).
An evening zone on weekdays
On a weekday, pickups rise to about 41 at 8 a.m., dip to the low 30s at midday, then climb again to about 44 at 5 p.m., the busiest hour of the week. Drop-offs do the reverse: their weekday high is 8 a.m. (about 41). In other words, more riders arrive here in the morning and leave in the evening. The trip records do not say why. On Saturdays pickups build to about 41 at 6 p.m., and on Sundays they peak around 4 p.m. (about 30).
Month by month
App pickups ranged from 15,818 in September 2025 to 19,878 in March 2026, with December 2025 almost as high (19,776). Yellow taxis made 199 pickups all year and green cabs 3.
Where trips go
No single place dominates. Bloomfield/Emerson Hill takes 14.6% of pickups and St. George 12.1%. Only 10.7% stay in Westerleigh. Then come Mariners Harbor (7.7%), West Brighton (7.3%), Port Richmond (7.2%) and Heartland Village/Todt Hill (6.4%). All ten top destinations are on Staten Island.
Rides coming in are just as mixed. St. George sends 12.7% of the zone's drop-offs, Bloomfield/Emerson Hill 12.6% and Westerleigh itself 11.9%. Because Westerleigh borders six zones, a driver who drops off here sits within one zone of most of the north shore. Only 2.4% of app pickups were charged the Congestion Relief Zone fee, so trips into Manhattan's core are rare.
Fares and pay
A median app trip from here runs 2.79 miles and 11.3 minutes, with a $14.58 fare and $11.72 driver pay, 14th of Staten Island's 19 zones with more than 1,000 pickups. Tips help a little more than nearby: 5.1% of the fare, about $1.04 a trip. Pay per engaged hour is $67.87; it counts only time with a rider on board.
Pickup rules here
- App drivers take only base-dispatched trips (80-19(c)(1)). That applies at the 5 p.m. peak like any other time.
- Yellow and green cabs may take hails: Westerleigh is in TLC's Hail Zone (Chapter 51). Full rules in who can pick up where.
- Airport runs (2.1% of app pickups went to an airport): on a taxi or green cab trip to Newark Airport the meter must run the whole trip (80-17(f)(3)). See Newark Airport.
- No relief stands are in DOT's list for Staten Island (vqu8-xef9, checked October 12, 2026).

Data on this page
Aggregates of public data. They describe trips and vehicles, never individual people.
Aggregated by TLC Help from TLC trip records, Sep 2025 – Aug 2026 (pickup date; TLC publishes trip files about two months after the month ends and may revise them). 'App' = high-volume for-hire services (Uber, Lyft). Taxi records with a negative fare (reversals) are excluded. Averages, medians and rates use 'clean' trips only: 1 minute to 4 hours, more than 0 and under 150 miles, fare above $0 and under $1,000. 'Fare' is the metered fare_amount for taxis and base_passenger_fare for app trips — before tolls, tips, taxes and surcharges — so it is not what the passenger paid in total. App driver_pay is TLC's 'total driver pay (not including tolls or tips and net of commission, surcharges, or taxes)'. Tips are separate. 'Per engaged hour' divides pay by passenger time only (pickup to drop-off). It leaves out time driving to pickups and waiting for requests, so real hourly earnings are lower; it is not the TLC minimum-pay formula. Monthly cells with 1–9 trips are shown as blank (null). Pairs with fewer than 10 trips are not listed.
