Old for-hire vehicle rules (drivers, vehicles and bases)

Old Chapter 6 of the TLC rules covered the whole for-hire vehicle (car service, black car, limousine) industry: bases (§§6-04 to 6-08), vehicle owners (§§6-11 to 6-13), drivers (§§6-14 to 6-17) and personal conduct of all licensees (§6-18). It was repealed on April 1, 2011 and split three ways: drivers went to Chapter 55 (later Chapter 80), vehicle owners to sub-chapter 59A, and bases to sub-chapter 59B. The TLC's 2011 crosswalk maps old 6-xx sections to their new homes.

§6-05C1

§6-05C1Code we couldn't match exactly26 charges

Old base-transfer rule cited against drivers (likely a miskeyed code)

In the 2004 and 2010 for-hire rules, Rule 6-05(c)(1) blocked approval of a base-license transfer if the buyer had been found to have assaulted a passenger, official or member of the public in connection with a for-hire vehicle. That is a licensing condition, not something a driver can be ticketed for, yet these 25 charges (1998–2009) were written against individual drivers, sometimes with Rule 6-18(g) or 6-16(c)(1). The code was probably entered in place of another driver rule.

In the 2004 and 2010 for-hire rules, Rule 6-05(e) let the TLC revoke a base station license after a hearing if the base had not operated for 60 days in a row (unless caused by events outside its control). Only seven charges carry this code: three from 1992, two from 1996 and two from 2009, several paired with unlicensed-vehicle law charges.
