Old for-hire vehicle rules (drivers, vehicles and bases)

Old Chapter 6 of the TLC rules covered the whole for-hire vehicle (car service, black car, limousine) industry: bases (§§6-04 to 6-08), vehicle owners (§§6-11 to 6-13), drivers (§§6-14 to 6-17) and personal conduct of all licensees (§6-18). It was repealed on April 1, 2011 and split three ways: drivers went to Chapter 55 (later Chapter 80), vehicle owners to sub-chapter 59A, and bases to sub-chapter 59B. The TLC's 2011 crosswalk maps old 6-xx sections to their new homes.

This is item 6-06(f)(3) of an earlier version of the TLC's for-hire vehicle rules (old Chapter 6) used until about 1997, when the chapter was renumbered. Base did not provide wheelchair-accessible service

Since October 31, 2001, old Rule 6-07(f) required every for-hire base to serve passengers with disabilities, either by dispatching its own wheelchair-accessible vehicle on request or by arranging one through a contract with another licensed base. The service had to be equivalent to regular service in response time, fares, hours, reservations and trip limits. Charges cluster in 2004–2006 and 2010.

Fine (published)
2010 schedule: $1,000, plus suspension of the base license until compliance if the base had neither an accessible vehicle nor an arrangement with another base. Personal appearance required. (The 2004 schedule lists no fine for (f).)

§6-07F1Old rule — replaced by 59B-17(C)407 charges

Base did not dispatch an accessible vehicle on request

Old Rule 6-07(f)(1) covered the first way a base could meet its accessible-service duty: dispatching one of its own affiliated wheelchair-accessible vehicles when a passenger asked. A charge means TLC found the base could not or did not do this (and had no other arrangement). Written to bases 2002–2011.

Bases that had neither their own accessible vehicle nor such an arrangement were usually charged under both (f)(1) and (f)(2). Written 2006–2011.

This code most likely points to the "equivalent service" list printed right after old Rule 6-07(f)(2), where item (b) is fares: a base's accessible service had to charge the same fares as its regular service, and match it in response time, hours and reservations. Only 4 charges (2010) exist, all to bases also charged under 6-07(f)(1).

In the 2010 text, old Rule 6-07(g) required a base to keep and enforce rules and policies stopping its affiliated or dispatched vehicles and drivers from picking up street hails (livery cars could only take pre-arranged trips). Most charges came in 2009. About 75 earlier charges from 1995–1998 used an older lettering of the chapter and may have meant a different rule.

Unclear old for-hire code (probably a typo for a driver traffic rule)

Old Rule 6-10 was "Reserved" (empty) in the 2004 text and, by 2010, covered retiring old black cars, with no paragraph (c)(2). Yet these 22 charges were written in 2002–2006, almost all to individuals. The code is most likely a mistyped 6-16(c)(2), the old FHV-driver rule for non-hazardous moving traffic violations, but that cannot be confirmed.
